Bombs and Bomb Threat Management in Schools

Length of Seminar: 2 Days
Instructor: Gerald Sheehan

Course Overview:
To help prepare your school for the serious issues associated with receiving a bomb threat or a potential bombing incident. It demonstrates how school administrators should interact with public safety personnel to protect against the potential liability issues.

Planning: This session provides the attendee with the planning tools necessary to write a comprehensive school emergency operations plan along with a site specific Bomb Threat Management Plan. (A site-specific bomb threat model will be provided to each student.)

Threat Assessment: Strategies critical to evaluating a threat that is received by Phone, Written, Electronic Mail and Face-to-Face Confrontations.

Crisis Management System (CMS): This system has been developed for the Private Sector, such as School Districts, Companies and Corporations from the Incident Command System that is used Nationally by Public Safety Personnel during Critical Incidents. This system identifies the components and resources necessary for personnel to Manage, Mitigate and Recover from a crisis situation.

Liability Issues: The participants will learn what documentation is needed to protect their administrations and school districts from unwarranted civil action and the United States Supreme Court decisions regarding these actions.

Search Techniques: Participants learn the proper methods of searching during a bomb threat incident.

Evacuation Procedures: This session illustrates the proper methods for evacuation during a bomb threat.

Improvised Explosive Recognition: The participants will be introduced to the common forms of explosive devices and how they are commonly delivered or placed. This session also identifies what characteristics to look for in a potential letter or parcel bomb.

Media: This session deals with the critical elements of public relations during emergency situations.

Assisting Agencies: This is an introduction to the various Federal, State and Local agencies capable of assisting school districts during a bomb threat situation.
